1. The Ottawa-Carleton Regional Transit Commission and The Regional Municipality of Ottawa-Carleton have the power and shall be deemed to have always had the power to make payments of $100,000 to each of the estates of the four employees of the Commission who died as a result of being shot on April 6, 1999, despite section 38 of the City of Ottawa Act, 1999 and despite any other provision of that Act or any regulation, guideline or decision under that Act. 2000, c. 19, s. 1.
